Certificate of Good Conduct (CGC)

Obtaining a Certificate of Good Conduct (CGC) is part of the safer recruitment policy operated by Buckinghamshire County Council.

As a DBS Check only includes offences committed within the UK, if an applicant has lived abroad for 6 months or longer in the last 5 years a CGC is also required.

What is a CGC?

A CGC is a police check from the country(ies) where an individual lived preceding the DBS check.

Your vetting will not be complete until a CGC has been obtained and is in addition to the DBS result.

Schools

Individuals who have lived or worked outside the UK for 6 months or more in the last 5 years need to undergo the same checks as all other staff in schools.

Further checks may be appropriate in case events that occurred outside the UK need to be considered.

We recommend that schools obtain as much information as possible in the form of references (e.g. from any relevant overseas employer(s)) including verification by telephone as part of the decision making process about whether to use applicants who have lived abroad.

Buckinghamshire County Council 

Buckinghamshire County Council recommends that schools ask an applicant to obtain a CGC to cover the period he/she has been out of the country.

BCC can no longer reimburse for the costs of obtaining a CGC. A school can decide to reimburse the applicant through their expenses procedure. 

Where a CGC cannot be obtained (despite reasonable efforts to do so) BCC recommends that a Declaration of Overseas Criminal History is completed by the applicant. The CGC Declaration Form can be downloaded from SchoolsWeb.

How to obtain a CGC

When a CGC is received

On receipt of a CGC or a Declaration, the eDBS system will be updated and the automated clearance email will be triggered. 

A copy of the CGC and/or Declaration will be placed on the personnel file of an applicant (where held by BCC).

The clearance email will not be released and vetting is not complete until a CGC is received, even if DBS has issued their clearance.
