The Scheme of Delegation, Financial Regulations, Financial Instructions and Standing Orders as to Contracts are the four documents that form the Financial Framework to which our Local Authority Schools must comply.
The documents are reviewed regularly and, where necessary, updated.
Most schools will have a Financial Procedures Manual which describes how compliance with the requirements of the Framework documents in their school is achieved . As each school manages Finance differently, it is the Schools’ responsibility to ensure that their manuals are kept up to date and comply with the current Framework.
In order to “futureproof” the documents, the use of “Head of Finance” is the term used for the member of staff with Section 151 (statutory Post) responsibility for Schools, regardless of their current job title.
